Drivers ‘should be blamed for all crashes with cyclists’
Under a controversial proposal motorists could become legally responsible for all accidents involving cyclists, even if they are not at fault. The proposed changes in the civil law would make the most powerful vehicle involved in a collision automatically liable for insurance and compensation purposes.
